If you are buying genuine Ugg Boot Brand boots, then yes.
I am a size 8 (US) and I purchased a 7 (US) UGG brand – fits great. But a generic brand I wear an 8
Normally I wear an 8-8 1/2 in boots, but with Uggs a 7 fits me perfectly, so yes, I would suggest getting a size smaller.
This is correct, I own a pair and they will stretch, but only go one size smaller.

If you do it online, then yes, a friend of mine bought her normal size and she had to exchange for one size smaller
